District Governor

Many thanks and deep appreciation to all who contributed to the success of the 66th District 2-S1 Convention and to all the Lions and friends of Lions who participated.

Awards and Recognition:

International President's Certificate of Appreciation were presented by PID Dennis Cobler to grassroots Lions Charles "Pat" Brady, Jennie Brady and Jeanice Campbell.

Donations were made in honor of the 2006-2007 Cabinet to the Texas Lions Camp or Campaign SightFirst II.

The District Governor's Appreciation Award was presented to the following DreamWeavers: VDG Fred Renkema, *CS/R Debbie White, CS/R PDG Randall Morris, CT Harold Yost, Membership Chair PDG Moe Cully, Extension Chair Les Littleton, *Leadership Training and Development Chair PDG Vera LeBlanc, Leader Dogs for the Blind Chair PDG Stump Weatherford, Lions World Services for the Blind Chair PDG Doyel Chandler, Campaign SightFirst II District Coordinator PDG David Middleton, Information Technology Chair Daniel Shank and Women's Membership and Development Chair Nora Patterson. *Will be presented at a later date.

PDG Moe Cully had expressed time and time again that he did not want any more certificates, plaques, etc. for his work in Lionism. My creativity was stretched to find a way to recognize him for his tireless efforts fueled by his Lion spirit. I scrubbed and cleaned a "shot-at and hit" Lions highway sign. Un-gift wrapped but topped by a big beautiful purple bow, it was presented during the DreamMaker Luncheon by Lions Pat Brady and Curtis O'Steen to - believe it or not - an almost speechless but delighted PDG Moe.

Lion J. D. Miller, Jr., received an Extension Award from International President Jimmy Ross for helping organize the Burkeville-Toledo Bend Lions Club.

The "Littlest Lion" Mark Ryan Shank was disturbed from his nap upon being presented with a DreamCatcher pin.

Nederland Professional Lions Club is proud to be the first CSFII Model Club in District 2-S1 committing $400 per member. South County Breakfast is in the throes of becoming a Model Club.

After the HARP Financial Report during the Business Meeting, Lion John Diehm, HARP Treasurer, was "pinned" with a DreamCatcher.

Elections results were reported by PDG Randall Morris as follows: District Governor, Fred Renkema; Vice District Governor, Harold Yost; Texas Lions Camp Director (2 Year Term - South), Rusty Sherrill; Lions Eye Bank of Texas Trustee (2 Year Term - South); 2007-2008 Convention Host City, Port Arthur; and the Constitution By-Laws proposed changes passed.

Region 7 Chair Alicia Oliver made the Lion chocolate favors for the banquet. After she presented PID Dennis Cobler with a gift box, DG Dr. Bonita Lowrie "pinned" Lion Alicia with a DreamCatcher.

Also, at the DreamCatcher Banquet, PID Dr. Dennis Cobler was honored to present a Melvin Jones Fellow to DG Dr. Bonita Lowrie from her home club Garrison Lions Club.

The 66th District 2-S1 Convention was definitely a memory making event!

 Fred Renkema
Vice District Governor

The District Convention in Nacogdoches was a wonderful event. Thanks to all that participated and shared about your successes that you had this year. Thanks to Lion Nora Patterson and the Garrison Lions Club for their efforts and hard work in coordinating the event.

I want to thank everyone for your vote of confidence and support. Our Lions International theme for next year is “Challenge to Change”. I plan, with your help, to support your clubs to become better clubs in your efforts to serve those in need of our services. I want to visit each club and help you to grow and be excited about being a Lion. I would like to install at least one new member into your club when I come to visit. I would like to help you extend an invitation to one new member, at a time; into your club so that they can be a part of helping your clubs succeed in serving others. Get them involved and helping in your club projects.

Isn’t this an exciting time in Lionism and remember a good positive attitude will lead to success and excitement.

I want to report that three new lions clubs: Southeast Texas MCT Lions Club, Colmesneil Lions Club and Zavalla Lions club have charter applications into International and are planning their charter night celebrations and their first fundraisers and projects. Their charter nights are:
Southeast Texas MCT Lions Club is May 24, 2007
Colmesneil Lions Club is June 14, 2007
Zavalla Lions Club is June 18, 2007
Everyone in your clubs is invited to attend and help these new clubs get started on a great positive note.

I want to thank everyone on the extension teams for their efforts and look forward to working with all of you again this next year. If you want to feel great excitement, come join us and get excited about extension in Lionism.

The next cabinet meeting will be on July 27-28, 2007 in Lufkin at the Angelina Junior College. We will have training for club officers that will help you for next year. I would encourage each club to follow up and have club officer training within your club that is conducted by a previous club officer or contact your Zone and Region Chair for their help.

I want to express a great thank you to all that have volunteered for cabined positions next year. I look forward to working with all of you.

Let’s Challenge To Change our clubs this year and have everyone in your club ask and invite one new member into your club. Bring a husband and wife in and they can be on our new Family Plan.

Thanks to all and look forward to working and meeting each one of you this next year.

Yours in Lionism
DGE Fred Renkema

LEADER DOGS FOR THE BLIND
May 2007

Dear Lions of Texas;

A few Texas Lions Clubs have asked me about a letter they have received. Included with the letter are several tickets, which are to be sold as chances for a prize or prizes. The letter states “This Is A Lions Sponsored Project!” This statement is correct, it is a “LIONS” sponsored project for the State of CALIFORNIA! Texas Lions Clubs addresses have been obtained via the inter-net and used for their fund raising.

Mr. Mike Cox, a Field Representative for Leader Dogs for the Blind will be attending our State Convention June 7-9, 2007 in Arlington, Texas. This terrific person went blind while attending law school. Mike with Leader Dog “Ace” was on a boating outing with some fellows from work. The unthinkable happened to four men and one dog guide! All individuals were thrown in different directions. Leader Dog “Ace” made a direct swim over to Mike who then held onto the harness that “Ace” was wearing. “Ace” lead Mike back to the shore and was awarded a prestigious metal by the American Kennel Association. While attending our State Convention, please stop by the Leader Dog display and welcome Mike and “Ace” to Texas.

During the State Convention, there will also be 3 (three) different presentations given covering Leader Dogs for the Blind and a training session for Leader Dog Representatives.

Yours in Lionism,
Sandy Griffin

International Board Topics

During the March 2007 board of directors meeting, the member and committees of the board, as well as the international officers discussed several important topics. We wish to call your attention to some of these important matters as follows:

A. New Board Decisions

1. Discontinuation of transitional designation

a. The term “transitional” is replaced with “established districts below 35/1,250 over two years.”
b. Former transitional districts can elect their governors now.
c. In districts below 35/1,250 over two years, the transportation expenses for the governor’s spouse to attend the District Governor-elect Seminar and International Convention will be reimbursed if the membership in the district shows a net gain of one or more members, at the end of the governor’s term. Membership loss by deaths and transfers must be replaced in order to have a net gain. Also, the number of members in status quo clubs cannot be counted toward a net gain. Also, the number of members in status quo clubs cannot be counted toward a net gain. For example, if transfers and deaths equal a loss of five and the district has one status quo club with 15 members, then the district would need a membership gain of 21 to achieve a net gain.
d. The constitutional provision that all districts with membership below the 35/1,250 requirement will not be able to endorse a candidate for international director or second vice president remains valid.
e. These changes are effective immediately.

2. Optional position of additional vice district governors

Any district is permitted to have more than one vice district governor. Establishment of such position is to be determined by delegate vote at the district convention. Details of requirements and administration of said office may be established within the district’s constitution and by-laws. Only one elected vice district governor is registered in the records of Lions Clubs International Headquarters and will be the official candidate for the office of district governor.

The district selects its second vice district governor according to the provisions of the district’s constitution and by-laws.

The establishment, details of requirements and administration of the second vice district governor may not contravene the district governor and vice district governor election procedures as outlined in Article III, Section 9 of the international by-laws.

3. District officers’ annual club visitation

It was the boards wish that the annual club visitation is not the major portion of the work governors do. In other words, club visitation should not be a goal itself.

District governors are encouraged to share the task of annual club visitation with vice governors, freeing the governors to spend more time on other important areas, and enabling the vice governors to benefit from the experience in preparation for the governors term.

4. District officers’ role and responsibilities

The emphasis has been shifted from the administrative role to the leadership role in which the district governor and other district officers can inspire and urge members, especially club officers, to strive for the best achievements.

The board re-defined the role and responsibilities of district officers to be voted upon by the delegates during the 2007 Chicago Convention.

B. Club Suspension Procedures

Please be aware that the new club suspension procedures will take effect in July 2007.

A club which has an unpaid balance in excess of US$20 per member or US$1,000 per club whichever is less, outstanding past 150 days will be automatically suspended including the charter, rights, privileges and obligations of the Lions club for a period not to exceed 90 days.

Any club that has been approved for a payment plan by the Finance Division will not be suspended, so long as it continues to fulfill its obligation per the approved payment plan.

In the event the club does not regain its good standing status within the 90-day suspension period its charter will be automatically cancelled.

Please carefully review the status of all the clubs in the district as shown in the governor’s re-cap of accounts, which is sent to governors every month.

C. Status Quo Clubs

As soon as a club is placed in status quo, the district governor should immediately request the zone chairperson meet with the club to develop a plan to return the club to good standing. Any status quo club may be cancelled at the end of the 90 days if it is not reactivated.

D. Club Officer Reporting Form (PU-101)

The deadline for the PU-101 form is May 15, 2007. By submitting this form or filing the information online on time, Lions club’s can appear in the International Directory with correct information, and receive communications and publications from International Headquarters throughout the year 2007-2008.

LCIF Update

LCIF is able to fulfill its mission of helping Lions serve worldwide through your support. In this message, I would like to update you on a convention fundraiser for LCIF, grants awarded at the March Board Meeting, a milestone in Melvin Jones Fellowship donation, Campaign SightFirst II, new Lions Quest grants awarded and non-traditional ways to support LCIF.

As part of the International Convention, attend “Lions Night at the White Sox” on Wednesday, July 4th, 2007. For every ticket sold to Lions, the Chicago White Sox baseball team will donate US$5 to LCIF. This is a great opportunity for Lions to come together and enjoy an exciting Chicago experience. Lions are encouraged to bring family members and friends. Tickets to the Chicago White Sox baseball game against the Baltimore Orioles are now available to Lions for purchase ($25 Lower Reserved, $21 Bleacher, $15 Upper Reserved Seats). Start time for the game is 6:05 p.m., and free shuttle service from official Lions convention hotels to the ballpark will be provided. President Jimmy Ross is expected to throw the first pitch and Lions will be recognized during the game. Fireworks will follow the game. For more information or to purchase tickets, visit http://2007lionsconvention.com/

More than US$4.7 million in grants were approved at the March 2007 LCIF Board Meeting. Lions clubs from all over the world were granted funds to assist many humanitarian projects, such as: constructing a high school for disadvantaged children in England, equipping a hospital in India, repairing a residential facility for abused children in Japan, expanding a medical facility for diabetes care in Mexico and equipping an eye surgery unit at a hospital in California, USA. View the complete list of approved grants online. With these funds, Lions clubs worldwide will continue their service to their communities and begin new challenges to improve the lives of countless individuals. http://www.lionsclubs.org/EN/content/lcif_gr_standard_recent.shtml

LCIF recognized its 250,000th Melvin Jones Fellowship donation in February. Kazuhiro Seno, a member of the Imabari Lions Club in District 336-A, Japan, became the 250,000 Melvin Jones Fellow when he donated $1,000 to LCIF. Seno designated his donation to Campaign SightFirst II. His club has made a $500 per member pledge to the Campaign and has a total of 92 MJFs. Most of the funds raised during the first Campaign SightFirst were through MJF donations. http://www.lionsclubs.org/EN/content/lions_lcif_lcif.shtml

Lions surpassed a major campaign milestone by reaching more than US$75 million raised, half of their Campaign SightFirst II minimum goal of US$150 million to fight preventable blindness around the world. With 15 months remaining in CSFII fund raising, we are making great strides in reaching our ultimate goal: saving sight by raising funds to continue the SightFirst program. I encourage Lions to now begin focusing on our next benchmark of raising US$90 million by the association’s 90th anniversary this July. Learn how you can get involved in the Campaign.
http://www.lions-csfii.org/live/content/index.shtml

The Lions Quest Advisory Committee awarded $560,300 during its January meeting. The grants will enable Lions to implement the program in five new countries and expand existing Lions Quest programs in several countries. Motivational banners are now available to Lions for purchase online as a bridge tool to help establish Lions Quest into your area schools. Lions Quest is a school-based life-skills program for children from kindergarten to 12th grade. More than 11 million youth have taken part in a Lions Quest classroom, and more than 330,00 educators and other adults have been trained to implement the programs in school and community settings. http://www.lions-quest.org

Did you know there are a number of non-traditional ways to donate to LCIF? One such example is donations from an Individual Retirement Account. Under the Pension Protection Act of 2006, you can use funds from an IRA to make a charitable gift free of taxes. This law allows individuals ages 70.5 or older to make gifts now to LCIF using funds transferred directly from an IRA. Lions can also donate stock, make bequests, give life insurance, donate real estate and support LCIF in numerous other ways. http://www.wpg.cc/stl/CDA/homepage/1,1006,627,00.html

I thank you for your continued support of the Foundation. Your support is integral to what we can accomplish together this year and in the future.

With a Passion to Serve,

Dr. Ashok Mehta
2006-2007 LCIF Chairperson

Suspension/Cancellation of Clubs

Effective July 1, 2007, any club that has a 150 day past due balance in excess of US$20 per member or US$1,000 per club which ever is less, will be automatically suspended for 90 days by the Resources Division.

A suspended club can regain its good standing status by paying the entire account balance or accepting a payment plan during the 90-day suspension period. If a club does not pay this amount in 90 days, the club will be cancelled automatically.

Clubs can contact Melinda Plott, Credit Coordinator, at melinda.plot@lionsclubs.org for more information on the payment plan offered by the association.

Message from IP Jimmy Ross

Growing up on a ranch in West Texas, I eagerly looked forward to this time of year. April is when our state flower, the bluebonnet, blooms in great abundance. It is a source of joy for any Texan and a treat for any visitor who has seen it.

My youth and my experience as a rancher has brought me close to nature. A rancher knows the effect that water and drought has on pastureland. Ranchers must know the optimum season for breeding and calving. And every rancher knows that overgrazing is a short-term expediency that will eventually put a rancher out of business. Making a ranch successful requires a healthy respect for the environment and diligent management for 12 months out of the year. There is no season in which a rancher gets to just sit back and watch things grow.

Like a successful rancher, I ask that you continue your hard work this month and up to the last day of your term in office. The Lions year is three-quarters gone, but there remains much work to be done. The paradigm shift that I have advocated has sprouted green and healthy but has not yet put down solid roots.

Among the healthiest sprouts, I am proud to say, has been our family membership initiative. In just two months, 5.1 percent of all Lions Club members have become registered as part of a family unit. A part of this increase is due to a net gain of more than 2,000 women members in the month of February, part of a very positive trend that has taken place over the last decade. Please continue to emphasize the benefits of family memberships and to target specific groups, including women, as potential members of your club.

This year, we have reached out to Leo Club members by inviting them to the International Convention in Chicago and providing programs that will be especially meaningful to them. Please remember to include Leo Clubs in your area in as many activities as possible and consider forming new Leo Clubs under your sponsorship.
http://www.lionsclubs.org/EN/content/pdfs/leo_conv_agenda.pdf

Your participation is needed to help us gauge the effectiveness of the new ideas spreading throughout the entire association. Please tell us about the results of your Club Renewal efforts by going to
http://www3.lionsclubs.org/ClubRenewal/ClubRenewalWelcome.aspx

Also, please keep in mind that our goal as Lion leaders is to effectively serve our "customers" - that is our individual club members. One of the most important benefits that younger people see in joining an organization is the opportunity to create personal networks. Our traditions hold that Lions should not profit or receive personal benefit from club activities and we remain true to that principle. However, we need not go so far as to prohibit forming the bonds, including business and professional relations, that link one member to another and which help hold the fabric of our communities together. Networking of this kind is to be encouraged!

Effectively serving our customers also means planning and executing activities that are the most meaningful to our members. Projects related to the environment and ecology are particularly interesting to many active people and resonate strongly during this season of growth and rebirth. Keep in mind that environmental service projects are high on the list of priorities the international board of directors has as major service activities. They might include recycling efforts, pollution control projects and tree-planting. Visit
http://www.lionsclubs.org/EN/content/programs_cult_environ.shtml for more ideas.

People involved in their communities are typically also concerned with local politics and in many places this is election season for area officials. While remaining strictly neutral and not endorsing any candidate, you can enhance your club's prestige and visibility in the community by inviting candidates of all parties to take part in a public forum.

Thank you for all you do and I look forward to serving with you during this home stretch of our leadership year.

Sincerely,

Jimmy M. Ross
International President

Protect your club's active status by paying all bills in a timely manner. Effective July 1, 2007, clubs with past due balances beyond 150 days, equal to as little as one per-capita, could cause the club to be placed on automatic suspension and automatic cancellation within 90 days.
